WHAT IS PRIME-HRM?

The Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) integrates and enhances the Personnel Management Assessment and Assistance Program (PMAAP) and the CSC Agency Accreditation Program (CSCAAP). It is a mechanism that empowers government agencies by developing their human resource management competencies, systems, and practices toward HR excellence. PRIME-HRM entails greater engagement not just of the human resource management officer (HRMO) but also of the officials and the rank-and-file employees of the agency.

Recruitment, Selection and Placement

The Schools Division of Zamboanga Sibugay (SDZS) adopts a customized RSP Policy aligned with DepEd, DBM, and CSC mandates. It ensures the right candidate is recruited, selected, and placed in the appropriate position. Internal guidelines strictly follow the Equal Employment Opportunity Principle (EEOP). All qualified applicants receive fair ranking opportunities. No discrimination occurs based on age, sex, sexual orientation, gender identity and expression, civil status, disability, religion, ethnicity, or political affiliation.

SDZS implements customized L&D guidelines fully adhering to the Equal Opportunity Principle (EOP). All interventions aim to enhance employee competence, skills, and qualifications without discrimination. Equal access is guaranteed regardless of age, gender, position, religion, sexual orientation, ethnicity, political affiliation, economic status, or physical condition. The SGOD-HRD Section conducts Training Needs Analysis (TNA) in coordination with program owners. L&D programs are aligned with the Division’s approved plans.

Rewards and Recognition

SDO-Zamboanga Sibugay maintains an integrated localized Rewards and Recognition (R&R) System. It is fully aligned with CSC MC No. 1, s. 2001 (PRAISE). It also complies with DepEd Order No. 9, s. 2002 and DepEd Order No. 78, s. 2007. The system strengthens motivation and excellence among personnel.
