WHAT IS PRIME-HRM?

The Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) integrates and enhances the Personnel Management Assessment and Assistance Program (PMAAP) and the CSC Agency Accreditation Program (CSCAAP). It is a mechanism that empowers government agencies by developing their human resource management competencies, systems, and practices toward HR excellence. PRIME-HRM entails greater engagement not just of the human resource management officer (HRMO) but also of the officials and the rank-and-file employees of the agency.



Recruitment,Selection and Placement

The Schools Division of Zamboanga Sibugay (SDZS) establishes its customized RSP Policy that is consistent with the existing mandates of DepEd, DBM and CSC to ensure that the/a right candidate is recruited, selected and hired/placed in a right position. Applicable internal customized guidelines with adherence to equal employment opportunity principle (EEOP) shall be adapted to provide all interested and qualified applicants a chance to be ranked for the different unique positions. There shall be no discrimination in the recruitment, selection, ranking and placement of applicants regardless of age, sex, sexual orientation, gender identity and expression, civil status, position, disability, religion, cultural ethnicity, or political affiliation.


Learning and Development

In cognizance with the equal opportunity principle (EOP), this Division hereby adopts and implements the herein Customized Guidelines on the planning and implementation of all Learning and Development (L&D) interventions with strong adherence to EOP. This policy aims to create and foster an enabling environment and provide equal opportunities for all employees to improve their work competence, skills and educational attainments that are free from discrimination and prejudices. All L&D interventions implemented in any form or modality at all governance levels (Division, District, School, cluster of schools and learning centers) shall ensure equal opportunities for participation by all employees regardless of age, gender, position, religion, sex, gender, sexual orientation, ethnicity, political affiliation, economic and social status, and physical condition. The SGOD-HRD Section, in coordination with program owners, shall take charge in the data gathering and conduct of training needs analysis (TNA) as basis for the development and implementation of any L&D programs and activities that are appropriate to the development needs of the employees and aligned to the Division L&D Plans.


Performance Management

Consistent with the RPMS cycle, all raters shall conduct performance planning, commitment and target setting with their ratees in all governance levels based on the schedule stipulated in the calendar of activities.


Rewards and Recognition

The Schools Division of Zamboanga Sibugay (SDO-ZS, for brevity) designs an integrated localized Rewards and Recognition (R&R) System aligned to CSC Memorandum Circular No. 1, s. 2001, otherwise known as Program on Awards and Incentives for Service Excellence (PRAISE), DepEd Order No. 9, series 2002 titled Establishing the Program on Awards and Incentives for Service Excellence (PRAISE) in the Department of Education and DepEd Order No. 78, series 2007 titled Strengthening the Program on Awards and Incentives for Service Excellence (PRAISE) of the Department of Education.
